Invitation to Offer: Mental Health and Wellbeing Investment Package

We are seeking offers from suitably qualified suppliers to deliver an independent evaluation of the Mental Health and Wellbeing Investment Package (the Package).

About the ITO

The Package supports initiatives that strengthen population-based mental health and wellbeing through mental health promotion and prevention.

The Commission is seeking an external supplier to undertake an independent evaluation of the previous Mental Health and Wellbeing Grants and the Package. The evaluation will help assess outcomes, support shared learning, and inform future mental health promotion and prevention policy, investment and system reform.

Scope of work

The successful supplier will be required to deliver an evaluation to be completed by the 30 March 2029.

The evaluation will include:

  • developing an evaluation framework
  • assessing mental health and wellbeing outcomes and broader system impacts
  • designing practical data collection and reporting approaches that partners can reasonably implement
  • examining the collaborative approach between the Commission and partners to inform future policy and reform directions
  • working alongside the Commission and government partners over the life of the Package to support learning, adaptation ,and continues improvement
  • engaging people with Lived-Living Expertise at key points throughout the evaluation.

The project has an indicative budget of up to $400,000, excluding GST.
